Do we want to have scripts in /usr/athena/bin?

Maybe this was answered in our announced strategy.  If so please forgive
me, and remind me what we agreed to.

It seems to me we have a choice in what users see when we remove
/usr/andrew:

	ez: command not found

Or:

	The Andrew Program you are looking for has been removed
	from the Athena release.  You need to migrate off of this
	software onto more current supported software.

	Until June 30 2003, you can get the Andrew software in a
	locker:

		add andrew

	and run your desired program.

	PLEASE MIGRATE SOON.

Which should we do?
