I did not hear back from Bogdan Costescu with any insights as to why 
the mii-diag -R finishes fixing things.  I took some time and groveled
over the documentation and crafted a goofy theory that explains what we
currently have observed.

In the absense of other input, I feel reasonably confident that the
current set of chanting and rattle shaking is demonstrably more useful
than our previous well-intentioned, but visibly ineffective hack.

I say go ahead and release it to the world.
