miniroot updates fail on u5s/u10s

Hi,
Matt asked me to take a look at his u5 because it didn't come back
when he tried to update it from 8.4 to 9.0. It had failed to boot the
miniroot with the error:
Cannot load drivers for /pci@1f,0/pci@1,1/ide@3/disk@0,0:b
Can't load the root filersystem
Type 'go' to resume
On a hunch I tried forcing defender (the test cluster u10) to take a
miniroot update and found that it failed as well.
