Jeez, this thing has really gotten out of hand. Let me try to add a few
points to light to clear things up.

Put in simplest terms: we need a better way of expunging. The current
method is a carry over from the days of NFS, and doesn't work well under
AFS for a number of reasons. Two reasons that immediately come to mind
are scale and reliability. See me if you want the painful details.

I see two possible solutions. First, do expunging in users' dot files on log in.
This isn't a perfect solution, but I think it's much better than the existing
method of expunging. The disadvantage to this solution is that a) if a user
logs in and then immediately logs out the expunging will not complete b) there
will be a performance hit on log in.

Another solution is to not do centralized expunging. Instead, educate users 
to invoke the expunge command themselves. The disadvantage of this solution is
the obvious one: user education.

I think either choice requires input from the front-line support groups (since
they will have to answer user questions) and development (since they'll have
to implement the solution). My preferred solution is the dot files approach.
