The big problem with New Windows On Top is accidental click-away.  You
go to click away a zgram and just as you click, a new one pops up that
you barely had time to even see before it's gone.

I switched to New Windows on Bottom by adding 

  zwgc*reverseStack:                          true

to my .Xresources file years ago.  I think it wouldn't be bad to reverse
the default, as long as experienced users who liked it the old way could
easily get it back by adding a single line to .Xresources.
