At this time Netscape 3 is basically on an "as-is" basis anyhow and the
f-l's, EMCC, etc should not feel that they are under any obligation to
provide support or compatibility for it. There are already many options
and plugins which do not run with it.

It is kept around for the handful of people who, for one reason or
another, cannot or will not run later versions of Netscape. For them it is
the difference between having a puny browser or having no browser, and I
believe they understand that they won't get full app support or bells and
whistles.
