Without re-hashing all of the issues that were already mentioned here,
I can answer one of your questions.

Some of this has been said over zephyr, but for completeness...
My personaly opnion is that source-reviewers may have been a more
appropriate list (it wouldn;t be the firs patch taht was objected to
post-commit). That said, release-team was definately a better choice
than owls. Owls operates more in the policy and financial domain,
while release-team is the escallation path for unresolvable
differences on source-reviewers.
