It doesn't seem like we can quickly and reliably test for the kind of
failures we had under 8.3.

The Linux machines in the cluster are running the same BIND as the
other 8.3 machines (BIND 8.1.x).

I'm certainly expecting that BIND 9 will be the way out of this mess,
since it's a rewrite and can be expected to have totally different
bugs.

(Or, alternatively, another local DNS cache.  But right now the only
real alternative seems to be Bernstein's dnscache, and that has an
unacceptable license.)
