Those are fine examples.
An attachtab conversions should be done in the athena-locker package,
which is responsible for keeping the locker configuration sane.
Whether one needs a new format attachtab is exactly when one is using
the new athena-locker package.
/etc/athena/access needs to be inaugurated exactly when the package
which requires it gets installed, that is, by that package itself.
And so forth.
