Forgive me if this has been raised and I have missed it.

It seems to me that if we allowed the installation of a layered
package to append a line to rc.conf, and added some minimal
"ensure rc.conf exists with front-matter comments" code to
each layered package, then we could preserve the current paradigm
with minimal disruption.

Am I off-base?
