It would help immeasurably if they could be written down.  There's a
written-down version of cluster's requirements, which are extremely
useful.  This is the first I've heard of other requirements, and I'm
very hesitant about having additional work toddled on at this point.
One important thing is that the layered product is, in part, supposed
to ease any need for a "custom install" as I understand it exists on
the other platforms.
