Moving Linux Athena into Delivery

I have had informal conversations with the various stakeholders, and
feel quite comfortable proposing this:

We should officially declare that Linux Athena is in Delivery.
Responsibility for Delivery goes to Release-Team.
Strategic issues that arise would then go from Release-Team to Owls and
on up the chain as necessary just like with the other Athena platforms.

The timeline and deliverables are as proposed in the Linux Athena
Discovery Report amended as follows:

The software delivered will be a Layered Athena release that implements
the Public and Private Athena workstation models.
The target delivery date is still January but if getting the details of
Layered Athena Public and Private right needs a little slippage, that is
fine.
The "drop dead" deadline is:  Enough experience with the Layered Athena
Public system to make an informed choice about its role in the upcoming
Athena renewal.

Decision:  Buy the cluster systems later than the test systems and in so
doing show we are able to be flexible about supported systems as we
promise to be.

Issue: In parallel with the Linux Athena development, appropriate work
is done to codify the policies and procedures relating to providing the
Layered Athena product to customers.

I believe that for this proposal to be accepted, Greg and Vijay (or does
ITLT?) needs to officially say "YES" to it.
