I removed casetracker from bugs.
I'm not convinced that Karl has anything to do with your not having
access to modify bugs, but maybe I'm missing some information. (Karl
last modified the bugs list just recently, but I would guess that he
was just adding himself. bugs-acl was last modified by me in May
1998, and I have no idea what I did to it at that point.)
