Quota server woes

a) I tested thet rpc library on the suns - it is broken. Based on
running a debugging server on kangaroo - I believe there is a
signed/unsigned compiler generated problem - in fact I think I know
where - I'll find it later. I also have a theory as to why the server
wedges.... 

b) I tested the sun lpquota in this release (with the -l option because
the default is wedged again), and the 7.6 release. The 7.6 release
worked. 

What really pisses me off is that I suggested at the end of July when
the problems first started showing up that someone restart the server
and test clients on all platforms - starting with DECstations and
working up to suns - testing old and new binaries to see if it was
client releated and NO ONE DID. In fact I bet lpquota never worked in
this release on the suns and no one figured out that it was only sun
related - even though I suggested it.  From this point of view the
release testing was a failure. You went to a new version of an operating
system and did not sucessfuly test out all clients - or you attributed
them to a server failure - when it was sometimes a client failure.
(that's why testing on more than one client is useful - anyone remember
the passwd bug on the RT's?). This may be an argument for making NIL
charge for printing - at least so people will test the code.... [Anyone
remember the mh bug which caused the vaxes (or was it RT's) to panic? It
was never found in testing because all student testers use rmail instead
of mh).

Anyway, you will have something else for a patch release in a few
days... You might even have a server work around if I can convince
myself what the exact cause is.... (I think overloaded with clients
sending dummy data until the server can clear the activity queue of
crap).

I may even provide you with a test setup for when you compile the source
tree on new platforms to test the fundamental operation of the
libraries...
