1. should dev cell be public?
Assar asked if there was any reason why the dev.mit.edu cell was
private (that is, we don't have it published in the official Transarc
CellServDB). Given that it's the home of the Athena source tree, and
that that's something other people might want to see, maybe it should
be public. But maybe not. Release-team seemed like the right place to
discuss this.
