I think there are two problems here:
1) sysadmins that are on release-announce and didn't see or understand
the release notes.
2) sysadmins that aren;t on release-announce
It is probably useful to think about these problems seperately.

We should probably go as far as collecting a list of departmental
sysadmins (Naomi may already have this) and encourage those people to
be on cluster-managers (which is on release-announce).
