I just looked at the Xsun man page.  It says that the X server turns
off the monitor power whenever it activates the screensaver (that
would be the screen-blanking X screensaver, not xlock or xscreensaver
or xlockmore).  It doesn't look like there's any way to configure
this, so you're pretty much stuck.  One can disable the X screensaver
with "xset s off", or one can use a screensaver program before leaving
one's workstation unattended.

I don't know what other "investigation" can be done.
