The only patches that don't get installed are those that cause conflicts,
e.g. because the base package is not installed (as with the DCE/DFS
patch), or because it is superseded by a later patch. (Since inst itself
tells us about these conflicts, I presume you would be unable to install
the patches mentioned).
In the case of patch 2383, we don't install the base product (IRISconsole).
Patch 2422 looks to have been superseded by patch 2773. Patch 2575 is
incompatible with patch 2752, which is installed from the 7.2 compilers
patch set.
