As Greg mentioned in his reply, this would be for machines like those
in SIPB's office; we normally want people to log in remotely to these
machines, but we'd also like to let people logged in on the console
temporarily disable remote access if they don't want anyone logging in
under them.  I don't know how common this setup is elsewhere on campus.
