	Ramblings:

	This would be pretty easy to implement if access_on/off was a
shell script; as far as I know, the only reason for it not to be is
it's setuidness. Perhaps we could make it a C wrapper for a shell
script that did the work? This also makes it easy to insert more
general hooks to run when access_on/access_off state changes happen. 

	Looking at this setup it also occurrs to me that perhaps
access_on/off is another one of the programs that "mkserv remote"
should bring local.
