I assume that if Fortran is newer on 6.2 than 6.3, that means we have
a more up-to-date 6.2 than we had 6.3.  Am I right?  Or did things
actually go backwards on one side of the line or another?

If I'm right, then the right thing to do is update our 6.3 packages,
including Fortran, when we put out 8.2.

This I do not know.  I don't think you find many Fortran programs
installed in lockers and such, but people might notice their compiled
programs breaking.
