So, I was a bonehead, and propogated the release to the athena cell
while not trusting suid in the dev cell. This stripped the suid and
sgid bits on the files that changed. After consulting with Greg and
realizing that rcp (which mkserv remote brings local) we decided that
the only way to prevent extended losage was for me to hand edit
.rvdinfo and bump 8.1.12 to 8.1.13. I did so and re-released the
volumes. This means that we are in a state that should never happen
(the version of the release in the athena cell is greater than the
version in the dev cell.) *sigh*
