actually, it turns out that the consult locker workman is just a script
which calls the workman binary in outland. brett is still looking into
fixing it, but in his capacity as outland bug fixer as opposed to athena
consulting bug fixer.
brett mentioned that this may be a problem with openlook rather than
workman. (it's also a problem which has been around for a couple of
releases.)
