The peace-announce-old list was public and self-owned, which renders
it vulnerable to hostile takover. I've changed it to be non-public
and self-owned, which means that everyone on the list still can make
changes. If you'd like to set up a separate set of administrators for
the list so that you can have it public but not self-owned, we can
help with that.
