Deactivated users who cannot receive mail should not be included as
members of mailing lists in the mail aliases file.
Currently, mailing lists which a now deactivated user was on get
hosed until that member is removed.
Along with this, the DCM should not include aliases for lists which
are empty (or effectively empty as the above situation could lead to.)
