the quota system

I was just talking to an irate user who had lost mail because of the
quota system.  He asked me to forward his disapproval.  The scenario
goes like this:

User logged in over a week ago, and apparently went over quota without
being notified.

User logged in today and got a message saying something like:
	Over quota...time limit expired....8k removed.
(I didn't press him for the exact message, I kner what he was talking
about.) 

User inc'ed his mail and lost a few very important pieces of mail.

His complaints were:

1)  That he didn't now he went over quota when it happened.

2)  That it deleted his files without him even knowing there was
    a problem becuase he hadn't logged in in over 7 days.

3)  That he had no idea that his mail would get trashed if he inc'ed
    it.   He assumed that the problem had been taken care of by quota
    when it removed the 8 blocks.  

I didn't think quota actualy deleted files, but it doesn't really 
matter if it did or not in this case.  The user did not leave his 
name.
