"zctl set exposure" w/o zwgc still sets location

If there is no zwgc process running when the user runs the command
"zctl set exposure net-announced", a location will still be registered
for him. Since no zwgc is running, no cleaning of that data will be
done when he logs out.
This seems to be a misfeature. The zctl program does discover that no
zwgc is running, and reports that fact; if that is the case, it
probably should not set the location for the current session.
