You can set up multiple user accounts, and they can be logged in simultaneously.  Additional accounts besides the administrator login only have rights to Send messages to individual numbers, pre-configured names in the Address Book, and pre-configured Groups.  (Cannot add Address Book entries or Group entries.)  I have not found anyway to customize these user accounts for greater access.  As for firewall lists, it does have an "Allowed Networks" feature to allow subnets, or individual IP addresses to access the device.
