So...  after getting some more info about the most recent Athena Working
Group meeting, I think this report needs to change a lot.  Fortunately, the
changes are easy; it needs to be more general, with fewer details about
implementation.  So I'll be paring it down throughout the day, and sending
updated versions.  But if you're reading the report now, none of the ideas
are going to change.  It's just going to be shorter and less specific.
Still, let me know if you have issues with any part of the report.
