PHILADELPHIA Retired Cardinal Anthony Bevilacqua, who led the Roman Catholic Archdiocese
of Philadelphia for more than 15 years, championing the Vatican line on
homosexuality and abortion but later coming under fire by two grand juries
investigating child sex abuse allegations, has died. He was 88.Bevilacqua died in
his sleep Tuesday night at St. Charles Borromeo Seminary in Wynnewood, a
Philadelphia suburb, after battling dementia and an undisclosed form of cancer, an
archdiocese spokeswoman said. He had been the spiritual leader of the 1.5
million-member Archdiocese of Philadelphia from 1988 until his retirement in 2003.Bevilacqua, trained
in both civil and canon lawyer, was sharply criticized but never charged
by two Philadelphia grand juries investigating child sex abuse complaints lodged against
dozens of priests in the archdiocese. His death comes just days after
lawyers battled in court over his competency as a potential witness in

President Barack Obama is expected to announce a fresh bid to revive
the housing market Wednesday -- despite likely congressional opposition -- by letting
millions of homeowners refinance their mortgages, senior administration officials said. The plan aims
to help borrowers who are current on their mortgages refinance into lower-interest
federally insured loans. Borrowers would qualify even if they owe more than
their homes are worth or if they have trouble securing a new
mortgage from a private lender. The proposal, which the president mentioned in his
recent State of the Union address, is likely to spur debate over
how aggressively the government should intervene in the flagging housing market. Also
at issue: how to fund the effort's estimated $5 billion to $10
billion price tag. The White House is proposing a tax on large
banks -- something Republicans have said they oppose. The president is expected to
set out the proposal Wednesday at a community center in Fa
"Many Afghans are already bracing themselves for an eventual return of the
Taliban."However, Cummings added, "It's important that this context be understood and extremely
important not to draw conclusions based on the Taliban comments."The report, sent
to NATO leaders last month, was based on information gained from more
than 20,000 interrogations of several thousand Taliban and Al Qaeda detainees at
the Bagram base.It also details the strong links between the Taliban and
Pakistan -- especially its Inter-Services Intelligence (ISI) spy agency, according to newspaper
report."The government of Pakistan remains intimately involved with the Taliban. ISI is
thoroughly aware of Taliban activities and the whereabouts of all senior Taliban
personnel. Senior Taliban leaders meet regularly with ISI personnel, who advise on
strategy and relay any pertinent concerns of the government of Pakistan," the
report read."ISI officers tout the need for continued jihad [holy war] and

could face a runoff in Russia's presidential vote in March -- his
first acknowledgment that he may fail to muster enough support for an
outright victory.Putin's statement Wednesday signaled that he might be willing to accept
a less dominating father-of-the nation image if he fails to win more
than 50 percent in the first round on March 4, rather than
risk igniting more public outrage through blatant vote rigging.Evidence of fraud in
favor of Putin's party in December's parliamentary election triggered the largest protests

election monitors that "there is nothing horrible" about a runoff and he's
ready for one, according to Russian news reports. But he also warned of

the White House can implement unilaterally, that won't need congressional approval. Among
them, officials said, is an auction process for bulk sales of foreclosed
homes that federally controlled mortgage entities would sell to investors who maintain
them as rentals. The latest refinancing push complements an existing program that makes
it easier for homeowners with mortgages backed by Fannie Mae and Freddie
Mac to refinance. The new initiative would extend that opportunity to roughly one-third
of all mortgages that aren't backed by federal entities and instead are
owned by banks or were bundled by private firms that sold them
off to investors as mortgage-backed securities. The Federal Housing Administration would instead
guarantee the new loan.To qualify, homeowners would have to be current on
their last six mortgage payments and have no more than one delinquency

alleged confession broadcast on Iranian state TV last month, Hekmati said he
entered the armed forces after finishing high school in 2001 and received
military and intelligence training including serving as an intelligence analyst in Iraq.
He said his key responsibility was to identify Iraqi politicians sympathetic to
Americans. He said he had also worked for the military's Defense Advanced Research

as "a computer games company which received money from CIA to design

mindset in the Middle East and distribute them among Middle East residents
free of charge."The espionage charges against Hekmati are similar to previous prosecutions
