who spoke to The Associated Press on condition of anonymity said Kim's
death would likely delay the effort. With Kim's death, the U.S. is also
in the position of seeking to reassure China that a security commitment
with South Korea is not a threat to the North's lone ally.
China had been expected to host talks on Thursday in Beijing between
U.S. and North Korean diplomats about restarting nuclear disarmament efforts. That meeting
in turn could lead to the resumption of nuclear disarmament talks that
would also include China, Japan, Russia and South Korea. The food aid had
been seen as an incentive to get North Korea to the table,
In exchange, the North would agree to suspend its controversial uranium enrichment
program, which would lead to six-party talks with China, Japan, Russia, the
U.S. and North and South Korea. The so-called six-party talks were last held

DUBAI, United Arab Emirates Saudi billionaire Prince Alwaleed bin Talal and
his investment company said Monday they are investing a combined $300 million
into Twitter, increasing the microblogging site's cash cushion as its user base
expands.Alwaleed's joint investment with his Kingdom Holding Co. follows months of negotiations
and will give them a "strategic stake" in Twitter, according to the

the prince will control.Alwaleed, a nephew of the Saudi king, ranks 26th
on Forbes' list of the world's richest people. He has a history
of investing in media and technology companies, and said the deal represents
an interest "in promising, high-growth businesses with a global impact."Twitter allows users
to send short messages of up to 140 characters. The 5-year-old site

er, and hydrocarbons are Russia's key export commodity. But, it produces most
of its oil onshore and hasn't had any significant oil platform accidents
in recent years. The platform -- 226 feet long and 262 feet wide
-- was built in Finland in 1985. It has recently done some
work for Russian energy giant Gazprom. There has been no report of environmental
damage, but there is likely to be little because the rig only
carried a small amount of fuel.Russian newspapers on Monday speculated about whether
there could have been fewer deaths if the rig's owner had taken
more people off the rig before it was moved.Russian law allows only
a "minimal number of crew members" to be aboard the platform while
it is being towed and bars any non-crew members or passengers. Reports
said that at least 14 people aboard were not crew members.
