Symantec Caffeine cannot handle 2byte character code

When the Symantec Ceffeine compile Japanese (may be other 2 byte text
will be the same, I think.) text, it will not be handle 2 byte code and
handle as ASCII-single byte codeing.
Does anybody know a complier which can handle 2byte character code?
