NT IIS FTP Security issues - Update

I think that I may not have been clear enough about my problem so here's a
follow up...
I've seriously been through all the help files, marked the check boxes (read
and write), given the user account "Ownership" and "Full Control" of that
FTP Virtual Directory using MS Explorer, given the users 'group' "Full
Control" of that directory, and I've even slaughtered a fatted calf under a
full moon.
....Nothing.
The account can log on using FTP and download files, but it does not have
any other access.
Once again, thanks in advance for any help and for the assistance I've
already received,
