Go into the Internet Service Manager and double click on the FTP
service. Select the "Directories" tab and edit the properties for the
ftproot directory. There is a checkbox for "Write" access that, by
default, is not checked.
That should fix it for you.
BTW, I banged my head over that one for a while too. I was making me
nuts!
