They work together:

Bootstrap is used to develop User Interfaces.
WordPress is used to manage content.

There are WordPress themes that use BootStrap, which makes them very easy
to manipulate. My works website (http://www.cycyouth.org) uses both
WordPress (for content) and BootStrap (for UI). This makes it very easy to
create plugins that blend in with the rest of the site. BootStrap is also
good for creating responsive UIs that work well regardless of the device
being used to view the content.
