First sentence: voDleHvaD matlhtaH 'e' 'IpDI' negh chu', Qu'mey wa'DIch Hev.
voDleH = emperor
-vaD = N5 - makes the noun the beneficiary of the action of the verb - it's
time to remember this one
matlh = be loyal
-taH = you're supposed to know this one now

voDleHvaD matlhtaH - he/she/it they is loyal (ongoing) to the Emperor.

'e' = indicates that the previous sentence is the object of the next verb
'Ip = swear, vow
-ta' = V7 - perfective
-DI' = V9 - when, as soon as - you should probably remember this one now,

negh = soldiers (it's an irregular plural of mang)

Note that negh while having a plural meaning  is grammatically singular, so
it's 'e' 'Ip and not 'e' lu'Ip.
Also note that I really want to write 'Ipta'DI' here, to denote that it's
the completion of the swearing in I'm measuring from, not the ceremony
itself, but a rule (6.2.5)prohibits me from using a V7 suffix on a verb
whose object is 'e', so I didn't. Or actually I did, as the people who read
the whole story before I sent it out already know.

Qu' = task, assignment, mission
wa' = one
-DIch = ordinal number suffix - so wa'DIch = first, which goes after the
noun it modifies.
Hev = receive

... Qu'mey wa'DIch Hev.

"... they receive first missions."

I'd like to put Qu'meychaj "their first missions" but the singular
requirement of negh makes me suspect that Qu'meyDaj might be appropriate,
and that's just weird, so I'm avoiding it.

The main verb is Qoy. Nothing comes after it and it has a null prefix, so
the subject must be he/she/it - probably still Torg. The object before it is
pongDaj = his name. Everything else is context for that sentence. There's a
locative statement verghDaq - at/on/in/to the dock. It would need a verb of
motion to make it "to", and the other verb is nej so "at the dock" or "on
the dock". The subordinate clause is a little OVS clause of its own. object:
lupDujHom qar; verb: nej; subject: still he, Torg.

"While he searches for the correct shuttlecraft at the dock, he hears his
name."
  
Last sentence: rI'lI' HIp tuQbe'bogh loD Sub.

rI' = hail, as in "hailing frequencies open"
-lI' = v7, continuous, with a definite goal/stopping point - rI'lI' =
"she/he/it is hailing him"
HIp = uniform

loD = man
Sub = be solid - comes after the noun, so it is modifying the noun: "a solid
man"

The main verb is the one that is neither modifying a noun nor wearing a V9
suffix. So that's rI'lI'. The rest of the sentence is the subject.
Analyse it without -bogh: HIp tuQbe' loD Sub = a solid man is not wearing a
uniform
Add the -bogh back: either: a solid man who is not wearing a uniform OR a
uniform which a solid man is not wearing,
Only one makes any sense, so 
"A solid man who is not wearing a uniform is hailing him."
