In "I know who stole the money", you could paraphrase it as "Someone stole
the money. I know (it)." It isn't as specific regarding what *it* is, but
it's simple and direct. The fact that {'e'} wouldn't be used means it
*doesn't* mean "I know that someone stole the money".
