Unfortunately, I don't have that issue of HolQeD with me now, so I can't
look this up, but as I recall, veS QonoS [sic, not Qo'noS, I think] was a
short-lived Klingon-oriented publication.  I don't recall who put it out,
why, or for how long.  Someone from TLI know perhaps?

It is; I posts 'em as I sees 'em.  Near as I can tell, it means "to perform
the sex act".  Note that it seems to be formed with the "-chuq" (each
other) suffix on a (presumably obsolete) root "*nga'".  This would be
consistent with the cryptic parenthetical comment, whisch would mean that
to say that Kang had sex with Mara, one should write "nga'chuq qang mara
je", i.e. with both members as subject, neither as object.
