You might be able to use Strawberry Perl with Cygwin. Install
Strawberry Perl and search for the perl executable (perl.exe?). Then,
put the parent folder of the perl executable in your Cygwin path.
I haven't used Cygwin in awhile, but I do remember doing this with
ActiveState perl.
